Our Leadership

At Transitional Care Center Capitol City, we are proud that our Leadership Team is made up of very experienced Department Directors:

Administrator – Gail Jernigan

Ms. Jernigan has been the licensed nursing home administrator of this facility for over 32 years. She holds a Masters Degree in Health Services Administration from The George Washington University and is a Certified Nursing Home Administrator. She was a founding member of the D.C. Health Care Association 31 years ago and currently serves this D.C. trade association as its Chair. She was honored as the D.C. Health Care Association’s Administrator of the Year in 2008 and 2015 and was the first and only Administrator to receive its Lifetime Service Award.

Director of NursingCharles Onyeador

Mr. Onyeador has led the Department of Nursing for almost 3 years. Prior to joining our staff, he had been a Director of Nursing and a nurse specialist in a number of facilities in Maryland. He holds a Masters of Science in Nursing from George Mason University and a Masters in Economics from Texas A&M University.

Director of Human ResourcesRosie Carter

Ms. Carter has recently celebrated her 10th anniversary with the facility. Having attained her Masters in Public Administration from Southeastern University, she is an accomplished Human Resources Professional.

Director of Admissions and MarketingBeverly Morgan

Ms. Morgan came to work for this facility more than two years ago and has been the fundamental driver in the implementation of our Culture Change initiatives. As a Licensed Practical Nurse, Ms. Morgan has worked in several of the D.C. nursing facilities both in operations and marketing.

Director of Resident AssessmentOnyeka Ibeh

Having attained her BSN from the University of Maryland Baltimore School of Nursing and serving the residents of our facility for the past 6 years, Ms. Ibeh leads the whole clinical team through the intricacies of Resident Assessment.

Director of the Business OfficeLaPaula Brown-Hunter

A graduate of the University of Bridgeport, Ct., Ms. Brown Hunter has celebrated her 10th anniversary with the facility. She oversees the many financial details for all of our residents.

Director of Nutritional ServicesHoward Thomas

With almost 30 years of service to our residents, Mr. Thomas has dedicated his entire career to working in the hospitality industry mainly in the District of Columbia.

Director of Rehabilitative ServicesLloyd Shanklin

Working for our contractor, ERGO Solutions, Mr. Shanklin as worked at this facility for many years. He holds a Bachelor of Science degree in Exercise Science from Towson University.

Director of Medical RecordsRoslyn Stevens

Ms. Stevens joined our staff more than 15 years ago. She held the distinction of being voted the D.C. Health Care Association’s Ancillary Staff Member of the Year which recognized her commitment to the residents she serves.

Director of ActivitiesCarmen Mejia

Ms. Mejia has served the facility for 2 years and has received her certification as an Activity Director with the National Certification Council for Activities Professionals. She has many years of experience developing recreation programs across the whole spectrum of long term care.

Director of FacilitiesChristopher Winston

Wearing many hats, Mr. Winston oversees the Departments of Maintenance, Housekeeping, Laundry, Customer Service, Information Technology, and Security. He has dedicated his professional life to many long term care facilities in Maryland and Virginia and has been with this facility for the past 10 years. Mr. Winston also holds the distinct honor of being a former Ancillary Staff Member of the Year of the D.C. Health Care Association.

Medical DirectorGilbert Daniel, MD

A Howard University graduate, Dr. Daniel is responsible for the Medical Care at the facility as he oversees a staff of attending physicians, consultant physicians and Nurse Practitioners.
